The first gas used was chloroform and it is still the most effective base for a chemical warfare agent. However, it was quickly superseded by phosgene, which is better because it stings the eyes more heavily, and also because it may be kept without special precautions. Phosgene is only soluble in water, so that when an aerosol cloud of it is dropped, it falls immediately as a wet cloud so that it does not issue from the ground. An attempt to use phosgene against Liverpool in World War I was called off because of wind and tide problems, and only in a few places was it tried against France and other countries in the last war.

Nor did chlorine make a good chemical weapon because the target is soon aware of its presence and can take steps to protect himself from it. So, after 1908 when Japanese forces invaded the Peking government clung to a village outside the city hoping their enemies would attack it in their turn. When it became clear the Japanese had no such intention they withdrew, but the people still remained high up in the hills as a sort of defensive works. All the soldiers in the country knew this, and when they went out to attack the town they left their phosgene in a nearby ravine where the smell would attract the attention of the defenders, who had been warned to be ready for such an attack. The Japanese did so march up the hill a little way but then faltered, because of the gas.

Various other gases were tried, but none has been preferred. The Nazis experimented with cyanogen chloride and hydrogen cyanide (Cyanogen), with both of which they lost, since the gas effects on their troops were too short-lived to be useful. The U.S. developed a compound called Mace which is used by the Army and the Marines against rioting civilians and insurgents in chemical riot gear, which overcomes many of the objections to the use of gas.
