From what I’ve read, the 1.06 update fixed the issue for many users, but I am still getting the problem. Â Â I do not have USB 3.0Â Â .
Is there an update to prevent me from having problems during updates? Â Â Â Â Â Â

No, it is not. The issue has nothing to do with USB at all.
You have some BIOS update that is causing the problem. You shouldn’t have to update your BIOS to 3.0/3.1/3.2. If so, try to search for a bootable floppy disc and re-download a proper BIOS from Dell. If you cannot find any floppy discs, or if you cannot boot from any floppy disc, then you have an EFI update. EFI updates are not bootable, so you have to do the following (which you seem to have done already, or you are not experiencing the problem):
Download and save the appropriate EFI for your specific Dell computer.
Mount and read the EFI file in Microsoft Windows.
Download and save SLIC2.1 file from the location of your saved EFI.
Extract SLIC2.1 file into the directory it is saved in.
Edit the “mbr” file and add “SLIC2.1” at the end of it.
Copy and paste the resulting “mbr” file to the boot\boot\grldr\ menu.lst file.
After doing this, you should be able to boot to a Windows 7 install disc. At that point, you can reinstall your system to a default state.
