Many of you may be familiar with the U.S. Department of State’s Smart Traveler Enrollment Program (STEP) initiative, which allows for the expedited processing of passport applications for citizens of the following countries: Albania, Argentina, Bahamas, Barbados, Belize, Brunei, Chile, Colombia, Costa Rica, Croatia, Cuba, Denmark, Dominica, Ecuador, El Salvador, Estonia, Fiji, France, Germany, Grenada, Guatemala, Guatemala, Hungary, Iceland, India, Ireland, Israel, Italy, Jamaica, Japan, Laos, Latvia, Lithuania, Luxembourg, Madagascar, Malta, Mexico, Nicaragua, Panama, Peru, Philippines, Poland, Portugal, Romania, San Marino, Saudi Arabia, Seychelles, Singapore, Slovakia, Slovenia, South Korea, Spain, Swaziland, Sweden, Switzerland, Taiwan, Thailand, Trinidad & Tobago, Turkey, United Kingdom, Uruguay, and Venezuela.

The STEP initiative was authorized by the Secretary of State in response to legislation passed in 2000, which recognized passports issued to the countries listed above as the preferred travel document for U.S. citizens. The U.S. passport is the only one issued to U.S. citizens that does not require the traveler to provide information in order to have the passport issued. The main reason for this is to ensure the U.S. government has the information necessary to issue appropriate visas to the traveler, if needed.

Since the inception of the STEP program in 2004, this initiative has allowed the US Embassy in several foreign countries to process passport applications on the same day, and without the need for having a U.S. passport application specialist on site. Consequently, citizens of countries listed on the STEP list are able to travel to the United States with their passport and return to their home country with their passport.

Historically, the U.S. Department of State has been entrusted to process passport applications on behalf of the U.S. Department of Homeland Security (DHS). With the implementation of the U.S. Department of Homeland Security’s Real ID program and the adoption of the Security Travel Initiative in 2010, however, the DHS was given additional tasks and responsibilities in the issuance of passports to U.S. citizens.
